At Sagamikai's headquarters, Kawashige (Daijirō Harada) is confronted by Iwamura, the chief of Yokohama Port Police, who demands the dissolution of Sagamikai. Suspecting a traitor within, Kawashige orders his men to investigate. The suspect is Keisaku Sugita (Daisuke Iijima), a veteran of Sagamikai and father of Shinsaku Sugita (Gento Aoki) from Oda Dōshi-kai.
