When the walls were build, one of the kings ( i dont remember the name) put them inside. So basically walls are made of titans. If you remember last episode of season 2 ( if I’m not wrong), the wall cracked and we could see the eyes of one titan. They didn’t move because there was no sunlight, hence in next episode they covered the wall with blankets.
